West Fargo renews program offering low interest loans for homeowners to improve aging neighborhoods

West Fargo, North Dakota – The West Fargo City Commission has approved the renewal of a program designed to help residents invest in their properties and improve aging areas of the city.
During its March 16, 2025 meeting, the commission voted to continue the Neighborhood Revitalization Program, a partnership between the City of West Fargo and Gate City Bank. The program provides low interest loans and technical assistance to homeowners who are planning major home improvements.
Officials say the renewed effort will continue to bring meaningful upgrades to older neighborhoods, while also helping homeowners manage the cost of large projects.
Program Supports Home Improvements Across West Fargo
As part of the renewed partnership, Gate City Bank has committed $2,000,000 in funding for projects within West Fargo. The program is focused on helping residents complete significant home upgrades that may otherwise be difficult to afford.
To qualify, homes must be owner occupied single family properties valued at less than $300,000 and located north of Interstate 94 within West Fargo city limits.
Eligible projects must fall within a cost range of $10,000 to $100,000. Approved applicants can receive loans with repayment terms of 10 or 15 years, with interest rates starting at 4.49% APR.
Officials also noted that loans are available for projects that have not yet started, giving homeowners the chance to secure funding before beginning construction.
Applications for the program are currently open and will remain available through October 31, 2026, providing residents with a wide window to apply.
Focus on Aging Neighborhoods and Long Term Growth
City leaders say the program plays a key role in improving older areas of West Fargo. The initiative is aligned with the city’s long-term vision outlined in the West Fargo 2.0 Comprehensive Plan, which prioritizes reinvestment in aging neighborhoods.
The program supports a wide range of improvements, including projects that address code issues, structural repairs, energy upgrades, and general property enhancements.
To qualify, projects must include at least one major improvement, such as foundation work, large exterior upgrades, adding bedrooms or living space, major interior remodeling, replacing key mechanical systems, converting rental units into owner-occupied homes, or upgrading sewer and water connections.
Since the program first launched in 2019, it has already made a measurable impact in the community. Officials report that more than $2.2 million in loans have been issued, supporting 65 different projects across West Fargo.
City leaders say the continued success of the program shows strong interest from homeowners who want to invest in their properties and improve their neighborhoods.
